AANP COVID-19 Policy and Practice Resources

AANP COVID-19 Policy and Practice Resources
AANP has put together a webpage that we are updating frequently with federal and state policy information related to COVID-19. Additionally, AANP just created a new COVID-19 Policy FAQ resource for AANP members. Please continue to consult these resources throughout the week for the most up-to-date information. We would like to draw your attention to recent guidance documents from the Centers for Medicare and Medicaid Services (CMS), which were added to the page:
Please note that telehealth resources can also be found on AANP's standalone COVID-19 Telehealth Resources page. We also encourage members to bookmark the Medicare Fee for Service Billing FAQs link, which can be found on our COVID-19 Policy and Practice Resources page. The Medicare FAQs document is updated weekly by CMS with answers to frequently asked billing questions.

Centers for Medicare and Medicaid Services (CMS) Finalizes Home Health Regulations

Centers for Medicare and Medicaid Services (CMS) Finalizes Home Health Regulations
As we have previously reported, Section 3708 of the Coronavirus Aid, Relief and Economic Security (CARES) Act permanently authorizes nurse practitioners (NPs) to certify for Medicare and Medicaid home health care services in accordance with state law. Per that legislation, CMS has six months from the passage of the legislation to implement this section via rulemaking.

We are pleased to announce that on April 30, 2020, CMS issued an interim final rule that permanently implements Section 3708 of the CARES Act, retroactively effective to March 1, 2020. This interim final rule overrides the previous Medicare and Medicaid home health flexibilities issued last month, which were only for the duration of the public health emergency. As previously mentioned in our newsletter, these policies do refer back to state law, so it is important to ensure that if there is any conflicting language in state law or regulations, it is amended in accordance with this interim final rule. AANP's State and Federal Government Affairs teams are working together closely to identify conflicting language so it can be addressed.

ECHO Opportunity

We are excited to announce a new ECHO™ opportunity starting in May to support telehealth delivery in NH!   In a matter of days NH health and social service providers pivoted care to telehealth delivery.  This new four-session ECHO series entitled, Telehealth for Special Populations During COVID-19 and Beyond, seeks to enhance provider capacity in using telehealth delivery to meet the needs of older adults, pediatric populations, and persons with substance use disorder with complicating social determinants of health.  This opportunity is being offered through a partnership of the UNH Institute for Health Policy and Practice, New Hampshire Citizens Health Initiative, the UNH Center for Telehealth Practice, and the U Department of Nursing.

Project ECHO® (Extension for Community Healthcare Outcomes) is an evidence-based method developed by researchers at the University of New Mexico. During teleECHO™ sessions, interdisciplinary experts mentor and share their expertise across a virtual network via case-based learning, enabling community providers to serve the next of individuals with complex conditions in their own communities. This ECHO™ seeks to support not only primary care but behavioral health and social service organizations with the use of telepractice to meet patient/client needs.
